News Digest: US to Launch Tariff Refund Portal

Following a landmark Supreme Court ruling in February that declared that the Tariffs imposed were illegal, the Trump administration is set to launch the Consolidated Automated Payment Entry (CAPE) system on April 20. The system is designed to reimburse American importers for $166 billion in unlawfully imposed tariffs.
Developed by U.S. Customs and Border Protection (CBP), CAPE aims to simplify a massive logistical challenge. Rather than processing refunds on an entry-by-entry basis for the 53 million shipments affected, the system will consolidate payments. Importers will receive a single electronic payment, including interest where applicable.
As of April 9, over 56,000 importers have already registered for the electronic refund process, accounting for roughly $127 billion of the total owed.
The CBP plans to deploy the system in stages. In the initial phase, CAPE will focus on “straightforward” entries and goods imported recently. In addition, since approximately $2.9 billion in tariffs fall into a subset that typically requires manual handling, CAPE is seeking ways to automate these to avoid diverting personnel from essential trade enforcement operations. The rollout will be to monitor it and ensure that the hundreds of thousands of impacted importers are made whole.
